Numbers 20:1-13 records the incident when Moses sinned against God, resulting in God's refusal to allow him to enter the Promised Land. When the Israelites quarreled over their lack of water, Moses turned to God in prayer. God instructed him to speak to the rock and it would pour out its water. Moses, however, "struck the rock twice with his staff." Water did come out, but God reprimanded Moses. "Because you did not trust in me enough to honor me as holy in the sight of the Israelites, you will not bring this community into the land I give them" (20:12).
